How should we evaluate the electricity market? What criteria matter? Norway has had a free market for electricity for twenty years now. Among economists it is counted as an unconditional success, and is regularly used as an example of how deregulation of public services should be done. However, questions of electricity prices and construction of new production capacity still provoke heated debate in the media, and Norwegian electricity customers want stronger political control over the electricity market. This talk presents some dilemmas in the governing of one of society’s most central infrastructures.
